Not shocked in the least. Bloated govt bureaucracy promotes more bloated bureaucracy. It is the nature of the beast. It will never change until there are serious checks and balances on it. And the truth is the American people don't give a shit about this stuff. It's very hard to gin up citizen outrage over government abuses to any large extent. It was this way even before the Revolutionary War. Samuel Adams (yes, the beer guy) had a fuck of a time getting the colonists to take an interest in the abuses the British government was committing against them. It took him years and years to get anyone to notice, in fact ,he had to piggy back onto the Boston massacre before the people actually got upset about the bullshit the King was perpetrating against them.
I know people hate the term "Bread & circuses" but it's apropos for American culture. It's almost enough to make someone build a cabin in the Canadian Rockies, but then one would have to live in Canada and, well, ya know.
